Les obligations relatives aux ADPIC auxquelles les membres de l'OMC ont accept de renoncer se rapportent aux modalits sous lesquelles les pays membres peuvent autoriser l'utilisation d'une invention brevete sans le consentement du brevet. This has been achieved through a combination of information sharing, the implementation and transfer of new technologies and training techniques and the development of measures to monitor progress to targets in the partner countries. Specifically: 1. European Comparison of Service Provision A report outlining key developments in services to meet the mental health needs of people with learning disabilities dual diagnosis ; in the five European countries. Service provision information was collected through a mixture of interviews with service providers, questionnaires and review of research literature within each country. Information was collected on historical context, policy, legislation, assessment, treatment and the structure of services for people with mental retardation and mental health problems. 2. Preliminary development of shared diagnostic methods Countries within the EU differ widely in their general psychiatric approaches to formulation and diagnosis, especially in relation to people with mental retardation. Following training, clinicians in Spain and Ireland interviewed a range of individuals with mental retardation using the PAS-ADD n 40 ; . The `PAS-ADD' is a semi-structured clinical interview for use with people with mental retardation and for key informants Moss et al 1993 ; . A report describes the applicability of the PAS-ADD to a European setting and highlights a number of fundamental issues that need to be addressed if we are to develop shared assessment systems that are adequate in routine clinical practice. 3. Improving the recognition of mental health problems Mental illness often remains undetected and untreated in people with mental retardation which has serious consequences for quality of life. This objective provided Staff Awareness Training for 72 staff in Austria & Greece. Training led to a significant increase in staff awareness of mental health needs of people with mental retardation, especially in staff with the lowest level of education and from institutional work settings. 4. Determination of characteristics of a European database A report describing the essential characteristics that would be required of a European database for people with learning disabilities and mental health problems. The reports highlights the potential benefits of a European database, lists the minimum dataset and highlights the significant issues which would need to be addressed.
